Can the NHS get free commercial solar panels?

NHS Trusts, GP practices, and health centres can access Salix Finance — interest-free loans from DESNZ covering 100% of the project cost. Salix loans are repaid from the energy savings generated by the solar installation over 5–15 years. From day one, the repayment typically equals or is less than the energy saving — net cash position is neutral to positive from year one. Salix Finance is available to NHS Foundation Trusts, Integrated Care Boards, and NHS England. Primary care networks (PCNs) owning their own premises may also qualify.

How much can NHS hospitals save with commercial solar?

A District General Hospital (DGH) typically consumes 5–15 million kWh per year. A 1MWp (1,000kWp) rooftop solar installation generates approximately 900,000–1,000,000 kWh/year — covering 6–20% of the hospital's consumption. At NHS electricity contract rates of 25–30p/kWh, that's £225,000–£300,000 per year in savings from a 1MWp installation. Do GP surgeries need planning permission for solar?

Most GP surgery buildings qualify for Permitted Development (PD) for rooftop solar — no planning application required, subject to the building not being listed and the panels not being visible from the highway (or meeting visibility conditions). PD rights for commercial buildings allow solar panels up to 1kWp per panel. We handle PD assessments and prior approval applications where required. Listed surgery buildings (some Victorian or Edwardian premises) require planning consent — we advise on heritage-compliant panel placement.
